In 2019 the Army expects to roll out a new, lighter body armor system. The armor will provide at least as much protection as today's system, but with more comfort, and greater flexibility to adjust based on the mission, Army officials said. Already, improved ballistics materials have allowed the Army to cut the weight of TEP, when compared to the Army`s current heavy-duty option, the Improved Outer Tactical Vest. The IOTV, when loaded with heavy plates, weighs about 31 pounds, while a comparable TEP system checks in at about 23 pounds, or 26 percent lighter. Brown said the Army pushed with industry to reduce weight while meeting future threats. In addition, the ability to add and subtract different elements and plate inserts in the vest, is a real "highlight," Brown said. .In addition to TEP, the Army is developing new body armor plates and a new head protection system. Soldier feedback has already played a major role in development of TEP, Brown said. Trials by soldiers at three different installation, as well as by Marines and special operations units, provided design advice and feedback. Upon releasing the NIJ Standard-0101.06 for Ballistic Resistance of Body Armor in 2008, the NIJ along with its Compliance Testing Program (CTP) began a new era in the testing of body armor. Now, armor testing would include a very rigorous conditioning protocol plus the number and types of armor panels undergoing the testing process would be greatly expanded in comparison with the NIJ Standard-0101.04. In June 2012, several years after the NIJ Follow-up Inspection and Testing (FIT) program began, NIJ started developing their new, more stringent standard. They compiled a Special Technical Committee (STC) made up of body armor experts, test laboratory staff and practitioners from NIJ, their CTP and other relevant agencies. According to Lee Howell, Denton`s Police Chief, these ballistic vests are very important to the safety of our officers, although they are expensive. After the tragic fatal shooting of 5 Dallas police officers in downtown Dallas on July 7th, Texas lawmakers proposed a grant proposed of $25 million to provide funding to supply ballistic vests to all Texas patrol officers. If approved, Senate Bill 12 would allow any Texas law enforcement agency to apply for the funds. If the bill were passed, it would go into effect September 1st. Lt. Governor Dan Patrick is pushing for the bill because some of the officers killed that day in Dallas were wearing vests, but they weren`t strong enough to protect them from high-caliber rounds. However, the way the bill is currently written, there is no requirement that law enforcement agencies getting the funding would have to buy specialized vests strong enough to prevail against high-caliber bullets. The vests issued by the Denton Police Department usually cost anywhere from $500 to $600. The price tag on specialized tactical vests are somewhere in the thousands of dollars. Fasten the buckles of both vest shoulder sides. Realign the shoulder's hook-and-loop fasteners. Cummerbund Preparation Lay the cummerbund, or sash, on a table with the outer side face-down on the table and the opening of the side plate channel facing up. Pass the three cummerbund-end nylon tabs through cummerbund adapter eyelets. Interlace the cable and three tabs. Lodge the cable handle that helps emergency vest doffing at the cummerbund top or bottom by manipulating the cable through the eyelets and exiting it through the eyelet near the cummerbund-end tab. Lace excess cable through the eyelets. Thread the bungee cord through the cummerbund and adapter eyelets. Place the hard ESAPI side plate over the soft side plate and insert both into the pouch. National Institute of Justice (NIJ) Standards Manufacturers of authentic bulletproof vests must meet guidelines established by the National Institute of Justice (NIJ). When considering the purchase of a bulletproof vest, you should read the label which describes the size, model, manufacturer, rating, lot number, issue date and serial number. Vests with ratings I through III-A must contain a disclaimer warning the purchaser that the vest does not provide protection against rifle fire or puncture wounds. The NIJ's bullet proof vest rating guide states that although no vest is 100 percent safe, "routine use of appropriate body armor significantly reduces the likelihood of fatal injury." Purchase Considerations The NIJ guide warns that the unnecessary purchase of higher rated vests often results in the failure to use the vest at all because higher rated vests are usually heavier and less comfortable than lower rated vests. However, the NIJ recommends that vest selection should protect against both street threats and possible use of an officer's own gun by suspects. According to the NIJ, the best overall vests to purchase are usually Type II and Type II-A. Level I Type I vests protect against .22 long rifle lead round nose bullets. The body armor is lightweight and represents the minimum standard. Levels II and II-A Type II vests protect against 9mm and .357 Magnum full metal jacket round nose bullets. They are heavier than Type I and Type II-A vests. Type II-A vests protect against 9mm and .40 Smith & Wesson full metal jacket round nose bullets. A key part to any officer's or soldier's uniform is the protective armor. With all the action these men and women see in their line of work, their uniforms and armor can become very smelly with all the sweat and body odor from working. Most of the armor can't be put in a washing machine; that would hurt the washer. Additionally, the machine could ruin the strength of the armor. Bulletproof vests are made of Kevlar and they are not be be washed in a washing machine, but rather by hand. 1.Mix a teaspoon of antibacterial soap soap in a bowl of warm water until sudsy. 2.Moisten a rag with the soapy water. 3.Scrub the entire surface of the bulletproof vest with the moist rag, Keep the rag moist, but don't saturate the bulletproof vest with the soapy water. 4.Spray the entire bulletproof vest inside and out with the Vest-Guard deodorizer. Vest-Guard deodorizer is like Febreze for armor; it kills more odor-creating bacteria with the higher concentration of alcohol. 5.Hang the bulletproof vest on a clothes line and allow it to dry for a day.
